You are working for QS Cost Consultants Limited as a Quantity Surveyor. Your company is engaged by Department of Health and Human Services (DHHS) in the development of the largest hospital development in the southern hemisphere. There are a number of challenges in the project. One of the key challenges is the highly complex process to liaise and coordinate amongst the various functional groups and stakeholders, e.g. end-users, doctors, nurses and patients, to ensure compliance with the clients requirement and regulations. However, DHHS is keen for the project to be completed before the next election cycle. DHHS had experienced negative experiences in the past when procuring large projects via the traditional approach based on a lump sum contract and with a tight schedule.

  1. Explain why the traditional approach, based on a Lump Sum Contract with Firm Bills of Quantities is not the desirable procurement method of this project. (3 marks)
  2. The client is concerned about the capability of the main contractor due to the size and scope of the project. Recommend and describe a suitable tendering process for this project. (3 marks)
