You are working for the police department assisting detectives in the technical aspects of their criminal investigations.

This crime took place New Haven, Connecticut. On April 30, 2017, at 11:00 pm, someone broke into a house located on Lyon Street in downtown New Haven and stole money, electronics, and various other items of personal property. The victim said that an acquaintance of his, Suspect A, had been in his house and expressed an interest in the stolen items. The victim, and a neighbor who also knows Suspect A, both said they saw suspect A "hanging out" at a wine store on the same block as the victim's home around 9:45 pm.

The detective in charge of the investigation interviewed Suspect A, who admitted being at the wine store, but insisted he was with his girlfriend, at the time of the robbery, talking to another friend on his cell phone. Suspect A's friend confirmed that he was talking to Suspect A around the time of the burglary and that his caller ID showed Suspect A was using his own phone. Suspect A refused to consent to an examination of his phone and the prosecutor said there was insufficient probable cause to apply for a search warrant for the phone.

The detective applied for and served an Ex Parte order obtain the call detail records for Suspect A's account covering the period 9:00 pm until 11:30 pm on April 30, 2017. The Order requested only the basic records showing calls to and from Suspect A's phone. Based on the witness identification and Suspect A's admission that he was in the area of the burglary close to the time the crime, the detective wants to charge Suspect A.

The detective, however, does not understand the call detail records and has given them to you to determine whether those records place suspect A at the crime scene when the crime was committed.

  1. Describe what other information you would have requested from the phone company to provide a more accurate picture of Suspect A's movements and location.
  2. Do you think you could precisely pinpoint Suspect A's location at any time during the evening from the enhanced call detail records you would request?
  3. working for the police department. Would you have followed any different procedure if you had been an expert assisting a defense attorney after the CDR was provided to the defense in discovery?
