You have been asked to prepare a survey of your machine shop to determine if their quality system needs a major overhaul or if "business as usual" is acceptable The machine shop is a supporting department which makes tools, fixtures, gages, dies, etc. for the manufacturing departments of your plant. The machine shop is necessarily engaged in small lot manufacture, but the variety of items is not large and the same items are produced several times during the year. In other words, it does a large volume of repeat business even though it makes a few pieces of item at any given time. Your initial tour of the department discloses that all the output of the shop is routed through six inspectors in a central inspection station. They report to the chief inspector who is the same "rank" as the production superintendent. At the inspection operation, each item is inspected 100% against the drawings.
