The proponents of the bill argue that the drug should be legalized because of its rampant use in Zambia by ladies who use it as a hair remedy, traditional healers who use it for health purposes and is consumed not only by Rastafarians who use it as a religious herb, but also by the general public including lawyers and judges.

The Director of Research of the National Assembly has asked you to advise on whether this is a bill which should be passed into law. Using the IRAC formula and basing on Bentham's legal theory, draft an opinion advising the Director the factors that should be taken into consideration when determining whether to pass the bill into law and whether this particular bill should be passed into law.
