You work as a Health Coordinator in the Health and Sanitation section of the Winter Olympics Organising Committee ofOntario. Winter Olympics are to be held in the September of next year in the province. You have to set up four centers where facility is to be created for the medical check-up of players. These centers must have facilities for

1. Initial medical check-up of the entire team as soon as the participating team arrives;
2. Medical check-up of players before they are individually cleared to participate in the competition events within 24 hours before the event;
3. Any doping tests before, during or after the competition events
4. Making the tests available to authorised national or international agencies
5. Preservation of test-records for at least twenty years
