You work for a company that has received funds from the NSW Government (the Client) to upgrade and renovate State-owned properties. The total number of properties is 300 located in regional areas, coastal areas, as well as metropolitan areas within the state. The properties are distributed across the Western, Northern, and Southern regions as shown in the below map.

The initial budget for this program is estimated to be $35 million (plus 15% if needed) and the program should be completed within 11 months. The program consists of the following projects:

  1. Roof restoration

Based on the location of properties and the Climate Zone[1] of each region, some issues are identified by the property tenants and owners. The issues have been collated by the Operations and Maintenance (O&M) teams into six main issues distributed as two issues in each region as shown in the following table.

Considerations

The VM team met to initially discuss the program and main requirements. The team has recorded the following notes, which are relevant to the development of the VM study:

The cladding of some properties may contain asbestos and there is a health and safety risk in this project.

Thermal improvements to properties should be considered as well as the replacement of old high-maintenance timber windows.

One of the benefits expected out of this project is the reduction of recurrent maintenance issues.

The quality and acceptance criteria are yet to be finalised with contractors before commencing the work.

The Client is keen to have the work scheduled by considering the weather and four seasons. For instance, roof restoration, windows and re-cladding projects should be done before winter, so tenants don't have to go through a rainy winter with deteriorated windows and old cladding.

Roof leaking can be an issue if work is delayed during the rainy season. Therefore, it might be a good idea to get some roof restorations done within 8 months before another rainy session. Unhappy occupants may raise issues with the MPs of their areas or to the media which may affect the reputation of your company.

Properties occupants may surprisingly refuse works to be carried out at the property, stating unclear reasons such as they changed their minds, or they don't want contractors in their house.

As a VM Team, you have total freedom to propose new solutions, methods or alternatives, as long as they meet the goals of the program and enhance its functionality and quality. Any proposal should ensure that the program can be completed within budget and timeframe.The team should choose one region only and one of the three types of projects to complete the VM study (choose one project only of the following: ventilation and air-conditioning project, roof restoration project, and recladding project).

Based on the chosen type of project, you need to complete the following tasks: Roof Restorations

Information Phase: Prepare models for scope, time, cost, performance/quality, and risks to cover the Information Phase of the study. Deliverables of this task include WBS (scope model), Gantt Chart (time model), Pareto Diagram (cost model), and risk register. The risk register should include around 15 risks relevant to the project and be ranked based on their significance. This task should also include the advantages and drawbacks presented in a SWOT analysis or performance radar chart
