Zoe owns a parcel of Old System land near Nowra, NSW called Bluewaters, which shepurchased in January 2009. Bluewaters was undeveloped land in what had been apredominately agricultural area. The previous owner had used the land for grazing horses.At the time of purchase, the land had recently been rezoned by council to allow forresidential developments to be built on the land. Zoe had bought Bluewaters planning todevelop the land for residential housing, but in 2010, Zoe lost significant amounts ofmoney on the share market and so she first needed to rebuild her finances. Zoe had notvisited the land since she had purchased it, although she did pay the council rates. In April 2021, Zoe decided to visit Bluewaters. She was surprised to discover that theowner of the neighbouring land, Bob, had planted a vegetable garden on the Bluewatersland.
