Answer the following questions related to measurement.

Do you have a formal process for moving from a project concept to the project plan, or do plans just get created? How many of the plans created actually get started?

In retrospect, of the plan ideas that were shelved, which would have been winners and should have been approved? Go back and review why they were killed.

To what extent are plans reviewed in terms of accurately reflecting the status of the project? Are costs and analysis developed based on the assumption of accuracy? How often have cost and work problems surfaced that were later proven to be false when people checked the actual state of the project?
