An audit of a federal assistance program implemented after a major regional disaster discovered that out of 85 randomly selected applications processed during the first two weeks after the disaster. 17 contained errors due to either applicant fraud or processing mistakes. However, out of 132 randomly selected applications processed later than the first two weeks after the disaster, only 16 contained errors. Does this information substantiate the contention that errors in the assistance applications are more likely in the initial aftermath of the disaster?
