1. Create a matrix like the one displayed with appropriate headings: (1) Stakeholder Information Needed (2) Evaluation Outcome; and (3) Confirmative Evaluation Question.
2. List under Heading 1 (Stakeholder Information Needed) at least four ' titles or positions that you believe should be involved in your evaluation project, stating the needs of each stakeholder.
3. State and classify each need under Heading 2 (Evaluation Outcome) by noting if the outcome should be evaluated based on effectiveness, efficiency, impact, or value.
4. Develop an appropriate confirmative evaluation question under Heading 3 (Confirmative Evaluation Question) for the evaluation outcome.
