The overall median number of students per computer for all of Canada is 5. Each province, starting on the east coast and proceeding clockwise around the country, reported their median number of students per computer in the sequence that follows: 4.4, 5.4, 4.9, 4.6, 5.9, 5.4, 3.6, 3.7, 4.1, 5.0, 2.9, 3.5, 4.1.

a. Determine the median of these reported values and the number of runs above and below that median.
