In the United States the EPA is responsible for implementing environmental laws enacted by Congress. It does this by setting the minimum allowable emission standards that all states have to follow. However, the state agencies are responsible for implementing and monitoring many of the major environmental statutes. Does this division of labor between the federal and states make sense to you? What do you think is the rationale behind this division of labor? Is it based on politics (i.e., practical considerations) or economics (i.e., lowering transaction cost) or a mixture of the two?
