In the United States the opposition to ITQs was so strong that the fishing industry persuaded Congress to outlaw them. In 1996, Congress passed the Sustainable Fishing Act that put a moratorium on ITQs that lasted until 2004. Since then, many U.S. fisheries have been managed by ITQs and have begun to see their benefits. ITQs are a success story.
