Current River is a medium-sized city that has experienced rapid growth in the last two decades. For several of those years the city had the highest growth rate in the country. Much of the growth has occurred in the suburbs that now have full commercial facilities that are at least equal to those in the core area. Meanwhile, the core area has stagnated with many vacant stores and an increase in the numbers of businesses such as tattoo parlours, video arcades, and second-hand stores. The core area has numerous bars and other facilities that are attractive to younger people and those of lower socioeconomic profiles. The Downtown Business Association and its members have made numerous requests that the police “clean up downtown” as they believe that customers are afraid to venture downtown. The downtown area and its problems have been the subject of many articles in the local paper. The City Council seems to be strongly supportive of the Downtown Business Association. It is noteworthy that the mayor is an influential member of the Police Services Board. 

In response to these pressures, the Police Services Board two years ago approved an experimental plan for extra policing in the core. Five officers were reassigned on a permanent basis from normal duties to the area. No particular instructions were given by the board, but there seemed to be an expectation that use would be made of foot and perhaps bicycle patrols. The board now wishes to review the success of this project. Your role is to determine how to measure the performance of this experiment.
