Ceteris paribus, a firm that pollutes a nearby river produces a greater level of output and sells its product at a lower price than a similar firm that cleans up its effluents prior to discharge into the river. Since a lower price and a higher output results in greater consumer surplus, why should the government be so concerned about the problem of pollution?
