Assume that the bit period of Example 5.8 is T = 1 second. That means that the sampling rate is f_s= 10 sps because nsamp = 10 in the program. Assuming that a N_FFT= 5000 point FFT was used to produce Figure 5.16 and that the 5000th point corresponds to f_sjustify that the FFT output at bin 1000 corresponds to the bit rate of 1/T = 1 bit per second in this case.
