The Gini coefficient in Portugal, measured on a scale from 0–100, was 34.2 in 2011 whereas the Gini coefficient in Norway was 22.9. Does this mean that the bottom 20 per cent of the population in Portugal must be poorer than the equivalent quintile in Norway? Explain.
