2. Budget performance. How did the final project actual costs compare with the original project baseline budget and with the final project budget, which included any changes in project scope? If there was a fixed-price contract, was it profitable, or did the project organization lose money? If there was a cost-reimbursement contract, was the project completed within the customer’s budget? Were there any particular work packages that overran or underran their budgets by more than 10 percent? If so, why?

What were the causes of any cost overruns? Were the estimated activity costs realistic?
