1. Solar and Local Time Solar noon is defined by the time that the sun is directly overheard some longitude at zero latitude (the equator) and on standard (not daylight saving) time. Local time almost agrees with solar time (apart from the correction called E (see Figure 1) that is a function of the day of the year) if one is at one of the longitudes 15n where n is an integer.
