1. The Texas DOT is contemplating the following two pavement treatements. Note that public delay costs occur every time a lane is closed to repair it, so public delay is a public dis-benefit (i.e., a bad thing!). Consider that the actual benefits (after paving) are identical for the two solutiosn so they can be ignored. Rate 5% per year. Use EUA method.
