The bill: Higher Education

A representative has introduced a bill that will do the following if it becomes law:

• Provide funds to two-year community colleges and trade schools to allow any student to attend tuition-free.
• Provide funds to public four-year colleges and universities to allow any student from a family with less than $125,000 family income to attend tuition-free.
• For college graduates, cap all student loan debt payments at 5% of annual income over $25,000 (0% of the first $25,000 of annual income) and forgive the balance after 20 years.
• Provide funds to upgrade community colleges, trade schools, and minority-serving colleges and universities.
• Cover the federal governments costs by increasing the top tax rate on capital gains (profits from selling stocks, bonds, or real estate) to be the same as the top tax rate on wages and salary (income from work).
