8'2 Jennings texti p. 344, Consider Inland Steel Company applied for a permit from the EPA under the Federal Water Pollution Control Act of 1972. Although inland was granted the permit, the EPA made the permit modifiable because new standards for toxic releases and treatment were being developed.
