council members. The passed bill is then sent to the city$$s mayor for signature. If the mayor signs the bill,

then it becomes the law. If the mayor rejects the bill, then the bill fails, unless the bill is passed with all $3$

council members voting yes. In such a case, this strong bill will become the law regardless of whether the

mayor signs it or rejects it$.$ The inputs are from the $3$ council

members $($x$1,$ x$2,$ x$3)$ and the mayor $($x$4).$ The output $($y$)$ is whether the bill becomes the law. Use SPDT

switches for the inputs. Switch down means no$,$ and switch up means yes. Use an LED for the output.

LED on means the bill becomes the law, and LED off means the bill fails to become the law.

Only $2-$input NAND gates are allowed as logic gates.
