(b) The City of Vaughan has decided to improve the efficiency of bringing electricity to its homes and businesses, by removing all old overhead hydro wires with new, more efficient ones. To this end, it has called for tenders from major Electrical Contractors in the area. Unknown to the City, the 6 major contractors have secretly agreed that only one of them will submit a tender which will be well above the normal cost of the project. Once this tender is accepted, that contractor will divide up the work among itself and the remaining 5 contractors. Briefly discuss why the arrangement between the 5 contractors is not lawful, providing your reason(s) and any penalties.(5 marks)

At a recent meeting of its dealers, ITC has made it clear that any dealer who sells the new car for less than $ 25,000.00 will be dropped as an ITC Systems Inc. dealer. Briefly discuss whether ITC Systems Inc. has the right to dictate the above terms to its dealers, providing your reason(s). (4 marks)
