The initial budget of the project was $300 million dollars with an expected life of two and a half years. The ultimate surprise was that the project ended up costing $800 million dollars and took 4 years to be completed. Something drastically went wrong. The project was initially hampered by poor funding which ended up slowing the construction process. In addition, it was not until the project began that problems and obstacles started surfacing that were to negatively impact the project from the very start. For example, one of the major reasons that crippled the smooth execution of the project was the fact that the company had to dig much deeper under the river than thought. In addition, some problems of technological nature came out that halted the progress of the project until the ultimate decision was made by the company to bring heavier and more sophisticated ground breaking machines into the construction zone.
