The project was initially hampered by poor funding which ended up slowing the construction process. In addition, it was not until the project began that problems and obstacles started surfacing that were to negatively impact the project from the very start. For example, one of the major reasons that crippled the smooth execution of the project was the fact that the company had to dig much deeper under the river than thought.
