A report of 87% of all dogs enrolled in obedience training in Dobbs county,Ohio in 2001 were enrolled in Petco's dog training classes. During 2002, a simple random sample of 1000 dogs enrolled in obedience training in Dobbs county was obtained and 859 dogs were enrolled in Petco's obedience training classes. Use this information to determine if the proportion of dogs enrolled at Dobbs County, Petco has changed. Include all 5 steps of a significance test with a=0.05.
