a state is for a UN resolution and would like to adopt it, however the UN resolution may not be compatible with a pre-existing treaty they are part of , how would the state solve this?

this is tp do with the 2019 UN resolution for state provided health care and that state that wants to adopt the resolution may not be able to as they have a pre existing treaty forthe right of private enterprise to play the predominant role in health-care
