Adolfsson and Alvunger (2017) discuss the relationship between organizational and institutional theory, specifically the focus of how different sub systems interact with each other and how they relate to outcomes of district initiatives. "It is necessary to find a balance between the autonomy and the interdependence of the sub-systems, identifying and recognizing the specific functions performed by actors in the organization. This means that the local school system and the current school development is understood from a holistic perspective, where all subsystems to a large extent are integrated and share a common view of problem definition, goals, means and priorities to resolve their issues" (Adolfsson, et. al., 2017). Specifically looking at the role of expert teachers, the importance of communication amongst sub systems and forcing administrators to distribute leadership in a different way may lead to shared visions for student achievement
