After noticing that some workers were starting work late and finishing early, a factory department head emailed this message to subordinates:

It is apparent that many of you are not putting in a full days work. Thus, the following policies are implemented immediately:

  1. Before you clock in, you must place all your personal items in your locker. This includes all electronic devices.
  2. After you clock in, you will proceed to your workstations and will be ready to begin work promptly at the start of the work period.
  3. You will wait until your designated break times to have a coffee break or check your electronic devices.
  4. You will not participate in social conversations at any time during the workday except during designated break periods.
  5. You will terminate work activities no earlier than 10 minutes prior to the end of the work period. You will use the 10 minutes to put up equipment, clean equipment, and police the work area.

The message was not well received by the workers. In fact, it led to considerable anger. Using the terminology and knowledge you gained in this chapter, explain where the department heads problem-solving process went wrong. What did the manager fail to take into account? How would you improve this messaging?
