AHSC 241 Lesson 7: Leisure Service Delivery Question 1: We're switching gears a bit this lesson, and we'll be talking about leisure services. Actually, we're talking about leisure services (in one way or another) for the next 3 lessons. Here's this week's first question, which is preceded by a bit of a preamble: Community recreation planning depends on a number of variables, but 2 of them are 'efficiency' and 'equity'. You can find more about these 2 terms in this week's reading. Efficiency: Almost all decisions to allocate resources are made in a condition of relative scarcity. Both outdoor and indoor spaces are scarce and expensive in many communities. Any decision to, say, develop green space into a park is also a decision to give up income that would have come from development; and tax dollars, which would benefit the community financially. It is clearly most cost-efficient to make recreational space and facilities, such as gyms, pools, arenas, auditoriums, etc. a kind of 'commons' in which the entire community has shared access. Efficiency also includes the dimension of time
