You can find more about these 2 terms in this week's reading. Efficiency: Almost all decisions to allocate resources are made in a condition of relative scarcity. Both outdoor and indoor spaces are scarce and expensive in many communities. Any decision to, say, develop green space into a park is also a decision to give up income that would have come from development; and tax dollars, which would benefit the community financially.
