PC Carol Howard was targeted for almost a year by her "weasel" boss on the grounds of race and sex, a tribunal ruled.

The Metropolitan Police was also accused of deleting references to discrimination and harassment in a report to the tribunal.

The officer, a member of the elite Diplomatic Patrol Group, had accused acting inspector Dave Kelly of consistently picking on her.

She told an employment tribunal hearing earlier this year how he spied on her using CCTV as she guarded the US Embassy.

PC Howard, 34, described Mr Kelly as a "little weasel" who once pinned her in a corner, "pointed his fingers" in her face and left her feeling "very intimidated".

She accused the officer of being "malicious and unethical" partly because of his "attraction towards me and my disinterest".

Yesterday, the tribunal ruled in her favour saying a number of Ms Howard's complaints of victimisation were well-founded.

It concluded that Mr Kelly subjected her to "a course of conduct which was detrimental to her."

Lawyers for PC Howard, who is still a serving officer, are seeking compensation for injury to feelings and aggravated damages.

The size of her claim is being assessed.

The officer became known as the Met's Olympic poster girl after she appeared in a glossy magazine feature to show the diversity of staff and jobs at Britain's biggest police force following the 2012 games.

Kiran Daurka, of Slater & Gordon who represented PC Howard, said: "This judgment is a damning indictment on the Met.

"The conduct of the Metropolitan Police and some of its senior officers towards Carol Howard was deplorable over the last two years.

"My client was subjected to discriminatory treatment because she is black and because she is a woman."

The force was condemned for its attitude towards black people in the MacPherson Report on the failed investigation into the murder of Stephen Lawrence.

Ms Daurka added: "Fifteen years after the Met was branded institutionally racist they have failed in addressing discrimination which pervades the system.

"This case shows that there needs to be a complete rewrite of the Metropolitan Police's equality procedures and an independent investigation into existing measures purporting to deal with discrimination complaints.

"That's the only way to protect officers facing similar discrimination in the future."

The tribunal also found that a detective sergeant tasked with looking at Ms Howard's fairness at work complaint was asked to delete references to discrimination and harassment relating to sex or race in a report.

It said it was "very concerned that the policy of not allowing Fairness at Work Advisers to make assessments of discrimination and of instructing to delete them when they do so, might mislead complainants and tribunals into believing that the investigating officer has not found any discrimination when in fact he or she has done so."

The Metropolitan Police had contested the officer's claim.

A spokesman said today: "We are disappointed at the tribunal's finding in favour of PC Howard.

"The tribunal's decision will now to be given full and careful consideration.

"We will review the findings, take legal advice and take forward any learning or actions as appropriate.

"Our fairness at work policy does not include instructions for staff to delete references to race or sexual discrimination.

"We await the full findings of the tribunal, which will be given careful consideration."
