Fit to page D Page Accounting for healthcare: A case of influenza Gillian Vesty, RMIT University Abstract Inefficiencies, rising costs and budgetary challenges are the worldwide challenges impacting the quality of public hospital service provision. In addition, equitable service provision is an issue for those in remote locations or the low-income individuals who are often faced with long wait times to access public hospital care. Drawing on a recent outbreak of Influenza A this article highlights an important and relatively neglected role that accounting can play in supporting quality healthcare outcomes and access to all, regardless of socioeconomic standing. The Case: Influenza 'A' Outbreak The recent influenza (flu) outbreak impacted many regions around the world. Influenza viruses can affect the whole population across every continent. This year it was a particularly rigorous strain of virus and many people were hospitalised as a result of contracting the flu. During this time, hospitals were admitting more than the average number of patients with influenza-like symptoms. Over the winter months when the epidemic was most severe, both public and private hospitals admitted influenza patients. The private hospital admissions helped to alleviate the burden experienced in the public system. At RMIT University Private Hospital, the management decided since they had spare capacity (empty beds) it would be better to earn income by admitting the patients, rather than leaving the beds empty. The government paid them the same rate that they paid the public (government owned) hospitals. The government encouraged private hospitals to admit public patients, without private health insurance, to support the current healthcare burden. Table 1 contains Information relating to the reimbursement for the hospital received by the government. Information relating to both influenza and asthma are included. This includes the average resources used by each "type of influenza case, and the amount paid by the government to hospitals for each of the four patient-types. Table 2 provides the number of national annual admissions for the year and the total number of patient days. This information is used in checking and calculating national cost weights.
