BOOTS, Inc., recently completed work on a 1 year, $10 million contract for technical support services awarded by the US Army. The contract included a small business subcontracting plan, and it also included small business participation requirements.  BOOTS failed to meet the small disadvantaged business SDV goal in its individual subcontracting plan and the SDB requirement in its small business participation commitment document SBPCD. BOOTS met or exceeded all the other small business goals in its plan and the requirements in its SBPCD.  Based on doumentation furnished by BOOTS, it is evident that BOOTS made a good faith effor to meet its SDB goals and requirements.  BOOTS submitted all its subcontracting reports accurately and on time.  There have been no reported incidents of unjustified reduced or untimely payments to any of BOOTS' subcontractors.
