BUSINESS CASE PROJECT IDEA: COMMUNITY WATER SUPPLY (CATCHMENT) PROJECT

Problem Statement In a recent household survey, a village in the Hula District of approximately 2000 people was identified to having lack of access to basic safe and reliable drinking water. This has posed a lot of health issues and risks in the community for over many years. Lack of access to basic safe drinking water also means people have to walk long distance to access safe drinking water which is time consuming and risky for women and girls. Having access to safe drinking water is an everyday livelihood in every community and this livelihood need is also identified as a development objective under Medium Term Plan for Development and Service delivery to improve the livelihoods of people. To align with Government's development objectives, this project proposal aims to establish water catchments in the community and subsequently provide access to safe and reliable drinking water and to improve health conditions and reduce labor time for the local community. Problem Solution The proposal is seeking to purchase 3x 9000L tuffa tanks for installation and to be used as water catchments for the community. Apart from the purchase of the 3x tuffa tanks and tank accessories, the proposal also aims to cover specialist labor as well as trainings on health and hygiene and trainings on tank maintenance. The main deliverables of the proposed project will include: Agreement signed by all parties involved to deliver the project including land use/occupation agreement Purchase of the 3x tuffa tanks Installation of the 3x tuffa tanks Trainings on health and hygiene and how to maintain the tanks Preliminary Scope Statement The proposed water supply (catchment) project will include; Agreement signed by all parties involved to deliver the project Establishment of the management committee to oversee the project including maintenance of the tanks. Procurement of the 3x tuffa tanks (9500Litres each) Procurement of materials for the stand and catchment Installation of the 3x tuffa tanks by community members using local expertise Trainings on health, hygiene and sanitation 2 Risks Risks involved could affect the project deliverables, putting the project deadline at risk. In the community water project risks involved are: Scope risks Lack of consistent, concrete goals and proper guidelines so that everyone within the team understands the project and how to meet goals. Clearly defined roles and responsibilities and time frames for each project phase. For instance, where and how to purchase water tanks, who is responsible for the logistics involved. Who will be constructing the tank bases, what materials will be used, what time frame will be given for each phase etc. Cost risks Not staying within the proposed budget to prevent financial shortfall. The actual costs of materials to be purchased, labor hire, logistical costs such as tank costs, pipes and fittings, cement and other tools involved with the project is greater than the theoretical/ estimated costs thus resulting in failure to comply within the allocated budget. Time risks Being too comfortable with the time frame and not being stringent on project phase deadlines. Technology risks In a community water project, when there is disruption or damage to the reputation of an organization as result of information technology system can cause project failure due to financial loss. Resource risks Chances of water supply project to cease or fail due to lack of resources, and resources can include finance, time and skilled workers etc. Communication risks When there is a lack exchange of real time information, advice and opinions between experts and people in the communities. Project officers and managers should communicate well and protect the project to be successfully completed. Procurement risks When procurement process designed to purchase services, products or resources do not succeed.
