(C programming) Write a function, getSubInt, takes three integers and returns an integer. The first two integers are start and stop bit positions. Read and return the int that is stored in the bit positions specified.

For example, getSubInt(4, 6, 210); Return the value found in bits 4 through 6 as an integer and should return the value 5

If the start bit position is greater than the end bit position, return 0. If the start bit position or the end bit position is greater than 31 or less than 0, return 0.
