In 1996, the City of McKinney was attempting to generate interest in an economic development project with their municipal airport. The city had purchased land from a prominent developer to develop the airport. The developer in turn required a through-the-fence ordinance as part of the contractual agreement when they sold the city the land for the airport. A through-the-fence ordinance allows for businesses to have direct access to the runway if a business were to buy property adjacent to the runway. At the time, the City of McKinney had no strategic plan for the airport other than to expand usage and to verify what land was legally owned by the city since administrators were uncertain where the boundaries were located.

There were two other restrictions that the city faced in development of the airport. The first was a restriction on flight paths and noise levels that was negatively impacting the city of Fairview which was near the airport. The second limitation was the size and weight of aircraft that could be operated from the runway. The city had initiated a noise abatement program to address Fairview's concerns about noise from the flights. However, the city was unsure on how to use the through-the-fence ordinance to attract businesses given the restrictions on what kind of aircraft could operate from the airport. The City Manager's office assigned an intern to review the available information, propose businesses that could utilize a through-the-fence ordinance, and research how other cities were able to use a through-the-fence ordinance for economic development.

The intern returned with several ideas and proposals. One of the proposals was to incentivize companies that developed remote piloted vehicles (RPV), otherwise known as drones, to relocate near the airport. In the mid 1990s, RPV development was just beginning, and the City of McKinney had identified several companies nearby that could have been offered good economic incentives to move by the airport to utilize the through-the-fence ordinance. However, drone technology was so new that the city administrators did not understand the potential windfall from inviting this type of high-tech industry to the area and dismissed the idea. A strategic plan would not be developed for the airport until the early 2000s. When the strategic plan was finally developed, it focused on more conventional business ventures.
