Case Study: The Town of Newfane has experienced rapid growth as a result of several new housing developments that have doubled the population in the last 6 years. The regional council has recently voted to develop a community centre to be built on the municipal lands that will comprise a new park and community centre near the city hall. Newfane Town Council therefore initiated a project to build a new community centre with funds secured from the new tax revenue generated as a result of the housing development and developer levys collected to support infrastructure projects. Initial funding of $40M budgeted for the project were found to be insufficient to achieve the requirements and therefore further funding was required. Town Recreation and Infrastructure Project Committees constructed a business plan that secured an additional $25M from Provincial grant. The new overall budget of $65M enabled the Town Recreation and Infrastructure Project Committees, working in partnership with the council, architect and design team, main contractor and a range of stakeholders from the local community, to successfully build a Recreational Community Centre which are to be modern, fit for purposes of community program, sports and swimming facilities, meeting the needs of todays public leisure users and the whole community. The proposed 150,000 square foot facility would include a hockey rink, 25m main swimming pool, learner pool, fitness suite, 6 community multi-purpose studios and gymnasium/ basketball court and 1,400 parking spaces.

Following the business case approval, the full team again were involved in the production of the strategic brief and encouraged a focused design process and helped to avoid changes during design and construction. As well as close co-operation between the key partners in the project, the project team also worked closely throughout the project with the community, listening to the communitys views and providing updates on progress.

Challenges

Having overcome the budgetary limitations described earlier, the team had to contend with challenging conditions at the site. Planning was the key risk, green field park environment with nearby houses and a substantial level change. The contractor and the architect implemented a detailed tracking process to ensure the required information was provided to meet planning milestones. Among the specific challenges presented by the included the need to rebuild a failing river retaining wall next to the site, requiring the project team to liaise with the Environment Agency. The team also had to take into account concerns about flood risk.

The project is slated to start on September of current year and expected to last 12 months, with grand opening scheduled for September of the following year.
