Communities at the margin, minority groups, underserved areas and other groups as integral parts of any city and place of residence should be benefactors of development activities and aspirations therein. In that case, one will see them as principal actors in decisions pertaining to the development and implementation of smart growth measures like how, when and where development should take place. In lieu of their socio-economic circumstance, beginning with income brackets, situations in life, race, gender, and exposure to gentrification. These groups are rarely on the table when critical decisions pertaining to the future and development of their communities are made. 

For that, how can cities initiate growth management measures without undermining the welfare of low-income earners, minority households and other groups at the margin?
