condition :

Newcastle Nursing and Rehabilitation Center is a 300-bed nursing home. This center is considering converting a ward (containing 60 beds) from the main building for use by patients who need ventilator-assisted breathing.

The rooms will be slightly smaller than the rooms approved for ventilated patients. Expanding rooms is not an economical option. Essentially, the conversion would require the addition of electrical wiring to power the oxygen concentrators that extract the 95% pure oxygen of the airborne ventilators that supply oxygen under pressure to aid breathing. These rooms must also be connected to an emergency generator that supplies the electrical current if the mains supply fails. Finally, pressure sensors from each ventilator must be connected to an audio device located in the hallway of the ventilator suite. The audio units send a signal and will emit a light in the hallway if there is a severe drop in airway pressure from a ventilator patient.

In addition to the power needs associated with ventilator patients, power outlets are also needed for many machines that dispense tube feedings for medications and nutrition, and for IVs and radios. Every bed needs a power outlet and air mattress pump. Because all rooms are double occupancy, each room needs two full sets of outlets. The above equipment is usually connected at all times when the patient is in his room. However, patients in good conditions are transferred daily to a "day room" equipped with a large screen TV, chairs and tables. Most patients must be transported with portable ventilators or bottled oxygen. Patients who are well enough, eat meals in the day room and mingle with each other and with visitors.

Senior Manager, George, has decided to set up the conversion as a project. Mr. George is considering choosing a Project Manager . George is a business professional, with no experience designing hospitals. It is believed that a licensed nurse may be a suitable project manager. It is also believed that a respiratory therapist (RT) may be a good choice because he is responsible for the use of major electrical equipment. Finally, it is believed that the installation and placement of all outlets may be best dealt with by the electrical contractor who must carry out the bulk of the room's conversion.

Please answer the following questions:

a) Should Mr. George choose the electrical contractor as the project manager? Explain the reason for the choice by identifying three important characteristics of a project manager.

b) How can this project be organized? Please include the organizational structure that you will use with a detailed explanation based on the selection of the electrical contractor as a project manager (1 - Step by step explanation 2- Sketch of the structure)?
