I work in a union setting; job posting and bidding are important. In the union setting, a position is awarded based on seniority. Although the process seems straightforward, it is complicated because sometimes managers do not post the position or hire an external candidate over an internal candidate. Numerous problems can occur with a job posting of the bidding process.
