Croce is an inmate and wishes to file a Writ of Habeas Corpus to challenge the conditions of his confinement. Under the rules of the prison where he is incarcerated, he must file his Writ with the prison clerk, who must check it for errors before submitting the writ to the Court. Pursuant to the prison rules, if the Writ contains errors, it must be returned to Croce, and if acceptable it is filed with the Court. After multiple attempts, each submission was returned to Croce as unfit to be filed. The actions of the prison are: a) Unacceptable as the rule violates Article 1 Section 9 of the Constitution b) Unacceptable as the prison may never insert a condition precedent to filing a lawsuit c) Acceptable as the rule was drafted to assist inmates in having their cases accepted for filing d) Acceptable as the rule was designed to manage court caseloads
