Data question:

I have the sample data from 1 to 19020 (e.g. household surveys)

If I want to calculate the data of the top 5% of the sample

After I sort the data from large to small in excel, I calculate 19020 x 5% = 604.5

Should I count the data from 1 to 604 or 1 to 605?
