David Lykken (2000) suggests that the increase in crime andviolence that has been seen over the past 40 years in the UnitedStates is due to the increase in the proportion of adolescents andyoung adults who have grown up “unsocialized.” Specifically, heargues that parents have failed to properly raise their childrenbecause the parents are immature, overburdened, unsocializedthemselves, or simply incompetent as parents. As a result of thisfailure in parenting, children are growing up to be “sociopaths.”Lykken suggests that society require parents to obtain a licensebefore procreating. This license would force biological parents tomeet the same standards (e.g., married, mature, no mental illnessor criminal behavior) as adoptive parents. If this would happen, hesuggests, then most of the crime and violence in our society couldbe eliminated.
