David Truman, an ousted chief executive officer, who knows he has a great amount of influence, intentionally tells a crowd to go and attack a private building where a city police officer, Heather, is injured. Heather proceeds to the Capitol Police Department to press criminal charges. After about one week, Heather does not feel like any action was taken. She goes to speak with the Chief of the Capitol Police District who tells her that he talked with David Truman
