Dear Advisor,
Our City of Hustleton needs your help with a severe traffic problem.
We are happy that the city is becoming an attractive place for businesses, but there are now too many cars on the roads, and it's causing a lot of traffic.
Currently, during rush hours, it takes the city residents an average of around 60 minutes of commuting to get to work from their homes, and theyre getting frustrated. We want to find ways to bring this average commute time down to 30 minutes.
We have 5 years to achieve this goal, but we can't wait any longer to start, because the traffic is getting worse every day. There could be many issues contributing to the traffic, and I am aware that we wont be able to solve them all. So, we need your urgent support with the following:
1. Ensure the problem is clearly defined for all stakeholders
2. Identify a list of potential issues that could be leading to this problem
3. Before jumping into any solutions to those issues, prioritize two issues that we should focus on analysing further as a next step
My aim is to initiate the analysis of two priority issues; hence your prioritization will help us pick the most important issues and get to work!
To help you get started, we have data about the different modes of transportation that people use in the city.

You can do this by taking the problem statement you've defined and writing it as the Level 0 of your tree. Then break down that problem by identifying two or three smaller issues that could be leading to the problem and write them in Level 1 of the tree (Boxes, A, B and C). To data that, you should consider all the issues you wrote in the Level 2 of your issue tree. Which ones would you place in the highlighted quadrant of this two by two matrix. The quadrant called High Impact High Feasibility.
