Develop a detailed Monitoring Framework to be used to assess the performance of

ministry of lands in country X$.$ The Findings will be used by Management to foster

improvements in issuance of title deeds.

Key Information:

$$ Some of the problems identified include the title deeds taking more than one year

to be processed. No follow up of the ministry to the applicants in case of missing

information.

$$ A few cases of title deeds reissued without proper procedures hence resulting in

litigation.
