Dirty Pools

In $2011,$ the Toronto Star investigated pools and hot tubs in Toronto, revealing that many have repeatedly violated public health and safety rules, potentially exposing bathers to injury and disease. Public health inspectors inspect approximately $1600$ recreational water facilities in the city, with facilities operating year$-$round receiving up to four inspections per year. Owners receive inspection reports and written instructions to correct deficiencies.

Data obtained by the Toronto Star indicates over $10,000$ violations by pools and spas over the past two years at luxury condominiums, private schools, spas, hotels, and fitness clubs. Many have failed to meet health and safety standards set by the city with little penalty or public knowledge, putting unwitting swimmers at risk of disease and injury. Health infractions include failure to maintain safe and sanitary conditions, poor water clarity, unsafe storage of chemicals, failing to keep proper records, improper chemical balance, and a hot tub's vacuum release system not working properly.

Poorly maintained pools can be breeding grounds for bacteria that can cause serious gastrointestinal illnesses. In Ontario, there are no standardized training requirements, leading to a lack of standardized training for pool operators. Safety experts called for the province of Ontario to enforce standardized training for swimming pool operators and Toronto's Board of Health to draft a bylaw requiring all recreational water facilities to post a sign or document on site showing notices disclosing inspection results to inform the public of any health and safety violations.

Overall course outcome:

At the end of this training, the lifeguards and lifeguard supervisors $($participants$)$ will be able to take water samples from the pool and perform water quality testing in accordance with prescribed water collection and water quality testing standards.

Specific course objective:

The lifeguards and lifeguard supervisors are the audience for each of the following outcomes.

Based on a class discussion and videos, describe the importance of water quality testing capturing at least three positive and three negative consequences of not following water quality standards. $($Cognitive$/$Knowledge $$ Blooms level $2).$

After watching a demonstration for taking the water sample from the pool, identify the precautionary steps that must be taken with $95\%$ accuracy. $($Cognitive$/$Knowledge $$ Blooms level $2).$

Using the performance $($job$)$ aid, perform a water sample collection with $100\%$ accuracy based on the steps included in the process demonstration. $($Cognitive$/$Knowledge and Psychomotor$/$Skill $$ Blooms level $3).$

Given the water quality testing standards, analyze the water quality samples identifying all of the water quality sample results that deviate from the standard. $($Cognitive$/$knowledge $$ Blooms level $3)$

After the demonstration of the water quality testing process and given the water quality testing standards, perform a water quality test with accuracy on five different water samples. $($Cognitive$/$knowledge$,$ Psychomotor$/$Skill $$ Blooms level $3)$
