Discussion Question: Should there be stronger limitations on Congressional usage of "the necessary and proper clause" to use implied powers? Is the requirement that the implied power be "rationally related to the objective and not otherwise forbidden by the Constitution 'enough?

Keep in mind that the Judiciary will make the legal decision as to whether Congress went too far with a specific law.However, it was the Judiciary that acknowledged this power.
