You are playing the role of Dr. Richard Kimble, working as a bartender in Phoenix, Arizona. You wish to return home to Stafford, Indiana, your hometown, where you were accused and falsely convicted of killing your wife. You wish to return home via the least distance route, with some additional restrictions or considerations, involving restricting your travel for safety (capture) reasons (e.g., avoiding Lt. Girard the man obsessed with his capture), going through cities where the one-armed man might be staying (the person who you suspect actually killed your wife) and trying to locate a missing sloth (OK, only kidding about the sloth).

The map and table attached (or on BrightSpace) show the possible routes that you can travel to get from Phoenix (PHX) to Stafford (IND). Note that all routes can be traversed in either direction (Hint: give serious consideration to this fact). Also, there are some routes (links) that are considered high-risk also which can be traversed in either direction. They are listed below.

High-risk routes (both directions): DEN-CHY, ABQ-AM, STL-SFG, DAL-OKC, LIN-OMA, CHIC-IND

You (Dr. Kimble) have also assessed the likelihood finding the one-armed man on your trek (key to getting a retrial to avoid the death penalty should you be recaptured). On a 1-5 point scale (O-A-M points):

Create an LP model that will find the shortest route for you to return home (Stafford, IN) from Phoenix (PHX) that travels through each city at most 1 time (no loops), visits cities such that the combined One-Armed Man points of cities traversed is at least 16.1, and visits cities such that no more than 2 high-risk links are taken.

Please note that the solution must make sense (no teleportation), and that attacking it modularly is a good strategy (get it to work with the basics, then add the other items). To help you do this, I would like you to solve the model 3 (or 4) different ways see below. Also, do not forget that Dr. Kimble can just as easily travel from, say, Omaha to Kansas City as he can from Kansas City to Omaha, and that is worth considering (i.e., essential) in the model.

Plan 1: Shortest route from PHX to IND ignore O-A-M points and ignore H-R routes.

Plan 2: Shortest route from PHX to IND implement O-A-M points and ignore H-R routes.

Plan 3: Shortest route from PHX to IND implement both O-A-M points and H-R routes.

Plan 4: Contest for 15 extra points. This is optional - After all submissions have been received, a random process will be used to determine the ACTUAL location of the One-Armed Man and the location of Lt. Girard. Submit a route for Dr. Kimble (it can be either one of the three above or some other route) if your route passes through the location of the One-armed Man and avoids the location of Lt. Girard (a link), you will qualify for consideration. An extra 15 points goes to the team with the shortest route capturing the OAM and avoiding capture themselves. The likelihood of the location of the OAM will be proportional to the score the location of Lt. Girard will be equally likely among the high-risk routes.

If more than 1 team has the winning shortest route, I will award 7 extra points to up to 2 teams each. IF more than 2 teams have the same route, there will be no extra points awarded. So be unique.

Make sure you summarize each plan (i.e. tell me the route!) for Dr. Kimble (make it easy for me to grade!).
