For a long time, it was only the state of Wyoming that opted out of the OJJDP. Now the Northern Mariana Islands, American Samoa, Arkansas, Connecticut, Guam, Massachusetts, Nebraska, Texas, and West Virginia are on the list as well since 2019. What can be done to make sure that the OJJDP have no more states opt out? What could be done to bring those states back?
